Job summary

Northrop Grumman in Roy, UT is seeking a Manager Subcontracts 2 to lead a segment of the Sentinel program. You will supervise a team of subcontracts professionals and ensure subcontracting activities align with cost, schedule, and technical goals for flight systems.

Responsibilities include developing SOWs, bid packages, evaluating proposals, negotiating terms, selecting suppliers, issuing awards, and administering subcontracts through closeout while coordinating with contracts, supply chain,

Qualifications

• Bachelor’s degree in a related field; 8 years of related experience or Master’s with 6 years, or equivalent experience.
• Must be willing to obtain and maintain a U.S. Government DoD Secret clearance.
• Experience preparing bid/RFP packages, conducting bidders’ conferences, evaluating supplier proposals, and making supplier recommendations.
• Direct experience as primary subcontract manager or key interface for a major subcontractor.
• Experience leading cross-functional teams (engineering, facilities, finance, contracts, legal) to develop requirements and resolve subcontract issues.

Responsibilities

• Manage a defined segment of a program or function within Subcontracts.
• Provide direction to a team of subcontracts professionals to meet program objectives.
• Develop subcontract specifications, SOWs, and terms for materials, equipment, software, and services.
• Prepare bid/RFP packages, conduct bidder conferences, evaluate proposals, negotiate provisions, select subcontractors, issue awards, and administer subcontracts through closeout.
• Coordinate with contracts administration, supply chain, engineering, flight test, manufacturing, and program management to implement subcontract-related procedures.
• Ensure subcontracts and work packages are completed on schedule and within budget to support Flight Systems development, integration, test, and production.
• Communicate with senior leadership and external partners to present status, risks, and mitigation plans.
• Adhere to FAR/DFARS and other contracting requirements; leverage ERP systems and MS Office in subcontracting activities.
