Job summary

U.S. Fleet Forces Command in Norfolk, VA, seeks a MANAGEMENT AND PROGRAM ANALYST to support the JOINT/FLEET TRAINING DIVISION under COMMANDER US FLEET FORCES COMMAND.

The role focuses on PPBE budgeting, resource management, and training program coordination for live and synthetic training initiatives. Responsibilities include budget analysis, security coordination, travel program administration, and acting as SME on training resources, while complying with DoD financial regulations and DoD

Qualifications

• Experience applying knowledge of the Planning, Programming, Budgeting, and Execution (PPBE) Process.
• Experience managing the phases of the PPBE cycle, particularly budget formulation, and execution for a large-scale government organization.
• Experience in Federal Financial Management; proven ability to manage, track, and analyze multi-million-dollar budgets with complex and diverse funding streams (e.g., OM,N;OP,N).
• Experience and knowledge of Fleet Training Programs.
• Working understanding of Navy training programs and frameworks such as OFRP and FRTP.
• Experience developing and implementing analytical techniques, cost-estimating models, and resource tracking methodologies to support programmatic decisions and resolve funding shortfalls.
• Experience applying FAR and DFARS procedures to execute and support high-value contracts and procurements.
• Experience conducting independent program evaluations and formulating resource recommendations for a wide range of complex financial and programmatic challenges.

Responsibilities

• Support management of Fleet training resourcing for current year budget execution.
• Provide detailed analysis to identify root causes and requirements to meet Fleet/Joint training needs with timelines.
• Act as SME on budget and resource management and ensure compliance with regulations.
• Serve as Directorate Security Representative and coordinate with Command Security Office on facilities security and onboarding.
• Coordinate tasks related to assigned projects, prioritizing assets and resources, and develop strategic plans for live and synthetic training requirements.
• Assist Travel Manager in management and administration of the Fleet/Joint training directorate travel program.
