Job summary

King County’s Department of Public Health, Administrative Services Division, seeks a Financial Compliance Manager to lead audit, risk, and grants compliance for seven divisions. The role will supervise five staff and report to the Chief of Financial Strategy and Compliance, with a focus on anti-racism and equity in all financial controls.

Qualifications

• Commitment to Racial Equity and Social Justice demonstrated in previous roles.
• Minimum 5 years in compliance oversight of large, complex federal/state grants or equivalent.
• Bachelor’s degree as specified.
• At least 3 years supervising Grants Compliance staff and leading strategic initiatives.
• Experience with external/internal audits and government funding reporting.
• Ability to lead people in a matrixed team environment.

Responsibilities

• Lead compliance with GAAP, GASB, Uniform Guidance, and grant policies.
• Collaborate with CPRES and division staff to ensure policy adherence.
• Train staff on policies, laws, and grant compliance concepts.
• Provide guidance in financial compliance with varying interpretations.
• Develop and maintain a department-wide contract monitoring manual.
• Lead and manage field and desk monitoring processes.
• Act as audit liaison with SAO and other auditors.
• Support divisions by providing requested information timely.
• Develop and implement compliance policies and SOPs.
• Set priorities, coach staff, and manage performance and hiring.
• Participate in process improvements for budget and internal controls.
