DEFINITION:

Facilities Maintenance Technicians perform a variety of semi-skilled and skilled tasks related to the maintenance and repair of county facilities and equipment, including carpentry, plumbing, and electrical repairs and maintenance; coordinate and oversee the work of outside contractors; and perform other duties as assigned.

DISTINGUISHING CHARACTERISTICS:

Facilities Maintenance Technician I - This is the journey level class in the Facilities Maintenance Technician series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit.

DUTIES MAY INCLUDE, BUT ARE NOT LIMITED TO, THE FOLLOWING:
  • Perform semi-skilled and skilled facilities maintenance work involving carpentry, plumbing, and electrical repairs and maintenance of county buildings and facilities.
  • Clean, maintain, and repair building fixtures and equipment, including locks, windows, doors, carpet, venetian blinds, roof drains, shelving and systems furniture.
  • Replace HVAC filters and perform minor maintenance on HVAC units to keep condensate drains unplugged, etc.
  • Repair plumbing fixtures, unclog drains, and maintain plumbing systems.
  • Create and execute work orders using Manager Plus software and prepare reports on the work performed.
  • Track and report on repair and maintenance activities; complete and maintain a variety of records.
  • Assist with the preparation of specifications for contracts, quotes, proposals, and publicly bid projects related to the service and repair of county facilities and equipment.
  • Participates in budget preparation; prepares cost estimates; submits justifications for building maintenance activities, including capital improvement projects.
  • Make field inspections and review work-in-progress; identify and resolve issues with outside contractors, referring to the manager as needed.
  • Work collaboratively with outside vendors and contractors in identifying unusual problems and/or maintaining and repairing county facilities and buildings.
  • Report potential safety problems related to county facilities, clean up spills and unsafe conditions as identified; lock and unlock doors of county facilities.
  • Coordinate with county and contract personnel to identify maintenance needs; obtain information needed to define project scope and estimate time, labor, equipment and material needs.
  • Make minor repairs to roofs, brick, asphalt, plaster, and concrete.
  • Paint walls and/or equipment and make minor painting repairs; operate automotive equipment and hauling material; receive and store supplies.
  • Make simple furniture, cabinet, asphalt tile, and linoleum repairs.
  • Replace light bulbs and tubes and repair/replace ballasts.
  • Promptly utilize the facilities maintenance help desk system and respond to, follow up on, and complete requests.
  • Use tact and diplomacy in all interactions with customers.
  • Coordinate with departments and outside agencies and act as liaison to departments.
  • May oversee staff or contractors in the repair and maintenance of county facilities and infrastructure.
  • Promote a positive county image by maintaining excellent internal and external customer relations.
  • Build and maintain positive working relationships with co-workers, other county employees, and the public using principles of good customer service.
  • Perform related duties as assigned.
KNOWLEDGE OF:
  • Principles and practices used in the performance of a variety of skilled building trades work, involving carpentry, general construction, electrical, plumbing, painting, and heating/air conditioning systems.
  • Electrical systems and energy management systems
  • Mechanical and HVAC systems
  • Card access control systems
  • Alarm systems and security camera systems
  • Use of a variety of software packages including facilities management software, energy management software, and building maintenance software.
  • Principles of inventory control and asset management.
  • Pertinent local, State and Federal laws, ordinances, and rules.
  • Construction practices.
ABILITY TO:
  • Independently perform a variety of semi-skilled and skilled building maintenance tasks involving carpentry, general construction, electrical, plumbing, painting, and heating/air conditioning systems.
  • Troubleshoot a variety of building systems, including HVAC, Alarms, security cameras, access control, plumbing, and electrical.
  • Read and understand electrical schematics, troubleshoot electrical issues and make recommendations related to repair and maintenance of electrical wiring and equipment.
  • Accurately develop and monitor project timelines.
  • Prepare and maintain a variety of reports and records.
  • Utilize an asset and maintenance management system to track inventory and activities.
  • Oversee staff and contractors in maintenance and repair-related activities.
EXPERIENCE AND TRAINING:
Any combination of education and experience that will provide the ability to perform the work and provide the performance results as stated above. A typical way of obtaining education and experience would be:

EXPERIENCE: Five (5) years of increasing full-time experience related to the maintenance and repair of buildings and related systems and equipment, including oversight of outside contractors.

TRAINING:
  • Equivalent to completion of high school.
  • Vocational or technical school courses related to construction, building systems maintenance, or equipment repair.
PHYSICAL WORKING CONDITIONS AND REQUIREMENTS

May require the mobility and manual dexterity to work in a standard office environment sitting at a desk for long periods of time; use standard office equipment and attend off-site meetings; speech and hearing to communicate in person and by telephone; vision to read handwritten and printed materials and a computer screen; color vision to inspect electrical wiring; smell to detect gas or sewage leaks; touch to determine hot and cold water fixtures; manual dexterity to operate calculators, cameras, computers, grasp tools, and inspect electrical devices; ability and dexterity to use ladders, hand tools and power tools necessary to carry out the essential job duties listed; ability to lift and carry items weighing up to 50 pounds such as tools, materials, files, books or boxes of paper for distances up to 100 feet; travel from job site to job site operating and sitting in a vehicle; bend, squat, climb, kneel and twist while performing field work; may be exposed to dust, noise, machinery, moving objects and other vehicles while performing field work; may work on uneven or slippery surfaces; and may intermittently perform field work while exposed to various types of weather including extreme heat during summer months and cold temperatures during the winter months.
