Job summary

Oracle seeks a Senior Project Manager to lead Federal Transformation Office initiatives across delivery, operations, technology, and reporting with disciplined program governance.

You will translate priorities into clear scope, manage dependencies, run governance updates, and mentor managers while ensuring compliance with federal requirements and security standards in a fast-paced environment.

Qualifications

• 8 or more years of experience in project management or program leadership.
• Demonstrated success independently managing multiple projects with competing priorities, cross-functional dependencies, and senior stakeholder visibility.
• Experience working within Federal program governance and coordinating contract, security, access, or compliance requirements with the appropriate functional experts.
• Strong planning, risk management, problem-solving, and process improvement skills, with exceptional attention to detail and consistent follow-through.
• Excellent written and verbal communication skills, including executive reporting, meeting facilitation, and the ability to influence stakeholders without direct authority.
• Ability to use project data and performance measures to identify trends, recommend actions, and demonstrate results.
• US citizenship with the ability to obtain a Federal security clearance.

Responsibilities

• Lead multiple complex FTO projects across delivery, operations, technology, reporting, and transformation enablement.
• Translate program priorities and stakeholder requests into clear problem statements, scope, deliverables, success measures, schedules, resource needs, and accountable owners.
• Apply the FTO request management process: intake, triage, assign ownership, take action, and report back.
• Drive execution of project plans through cross-functional working sessions, milestone reviews, and action tracking.
• Maintain accurate project records in Jira and established FTO tools, including milestones, risks, issues, dependencies, decisions, and action owners.
• Prepare concise executive updates and materials for FTO governance forums and VA readouts through established stakeholder channels.
• Lead process improvement efforts that address recurring delivery and operational challenges.
• Coordinate initiatives such as staffing and demand visibility, financial forecasting and transparency, delivery risk resolution, workflow improvements, dashboards, and technology or AI-enabled efficiencies.
• Integrate applicable Federal contract, security, access, and compliance requirements into project plans.
• Partner with Communications, Transformation Enablement, and Federal Capability and Knowledge Leads on stakeholder engagement, readiness, training, and adoption.
• Track outcomes against agreed success measures, validate results with stakeholders, and capture lessons learned.
