Job summary

Bart & Associates, Inc. seeks a Technical Business Analyst to support a federal government client in modernizing HR systems and enterprise applications. You will translate complex requirements into technical solutions, lead data analysis, and drive Agile delivery across teams.

The role collaborates with HR personnel, product owners, developers, and project leadership to ensure accurate specifications, robust testing, and successful implementation of critical HR technology and processes.

Qualifications

Experience gathering and documenting business and functional requirements.
Strong analytical, problem-solving, and critical-thinking skills.
Excellent verbal and written communication skills.
Experience working in Agile/Scrum environments.
Proficiency with Jira, Confluence, Microsoft Office Suite, and collaboration tools.
Ability to manage multiple priorities and work independently.

Responsibilities

Elicit, analyze, document, and validate requirements for enterprise applications.
Translate business needs into technical specifications, workflows, user stories, and acceptance criteria.
Create and maintain BRDs, FRS, User Stories, Epics, Use Cases, and RTMs.
Conduct gap analyses and support solution design activities.
Partner with Java teams to clarify requirements and support API/integration efforts.
Participate in Agile ceremonies including Sprint Planning, Backlog Refinement, Standups, Reviews, and Retrospectives.
Manage requirements artifacts using Jira and Confluence.
