Bart & Associates, LLC is seeking a Technical Business Analyst to support a federal government client in the implementation, modernization, integration, and optimization of enterprise Human Capital Management (HCM), HR technology, and business process solutions.

This role serves as the primary liaison between business stakeholders, HR personnel, product owners, software developers, system administrators, and project leadership to translate complex business requirements into technical

Qualifications

Bachelor's degree in Business Administration, Information Systems, Computer Science, or a related field.
3+ years of experience as a Business Analyst, Project Analyst, or related role.
Experience gathering and documenting business and functional requirements.
Strong analytical, problem-solving, and communication skills.
Experience in Agile/Scrum environments.

Responsibilities

Elicit, analyze, document, and validate business, functional, and technical requirements for enterprise applications.
Translate business needs into detailed technical specifications, process workflows, user stories, and acceptance criteria.
Create BRDs, FRs, User Stories and Epics, Use Cases, RTMs, and related artifacts.
Partner with Java teams to define and clarify requirements and support API integration.
Participate in Agile ceremonies including Sprint Planning, Backlog Refinement, Daily Standups, and Reviews.
Manage requirements and project artifacts using Jira and Confluence.
Perform SQL querying and data validation; analyze data models and database relationships.
Support release planning and feature prioritization.
