Job summary

Kleinfelder, Inc. seeks a Subcontract Manager to join the Federal Contracts and Compliance team in Tampa, FL. You will oversee the subcontract lifecycle for complex contracts, including solicitations, negotiations, NDAs, and compliance across prime and subcontracts.

Responsibilities include cost/price analysis, risk assessment, performance monitoring, disputes resolution, and ensuring adherence to FAR/DFARS and government regulations. Travel and background checks may be required.

Qualifications

• Bachelor’s degree in Business, Supply Chain Management or related field from an accredited college or university.
• A minimum of 8 years of federal subcontract administration experience with contracts including federal, state and local municipalities.
• Strong background in US Government Acquisition and Procurement, FAR and DFARS, and related regulations.
• Capable of representing the organization as primary contact on contract matters with program teams, vendors, and customers.
• Exemplify strong attention to detail and analytical skills for completing projects.
• Federal Contract Management Certification from NCCA or FBI is preferred.

Responsibilities

• Perform all aspects of the subcontract administration lifecycle, including solicitation development, bidder identification, evaluation, cost/price analysis, risk analysis, bid summaries and award recommendations.
• Plan, coordinate and conduct negotiations with Subcontractors.
• Establish, negotiate, and administer various contracts and agreements (NDAs, Teaming, Subcontract) issued by Prime Contractor.
• Due diligence on prospective subcontractors and suppliers; ensure compliance requirements are met.
• Develop and monitor strategies for prudent subcontracting with emphasis on small business participation.
• Identify procurement problems, analyze impact, and resolve issues.
• Communicate with project staff and subcontractors to define requirements and ensure performance to subcontract terms.
• Draft subcontract/purchase order statements of work, schedules, and deliverables with program management.
• Manage and track metrics on subcontracts and POs; resolve disputes and evaluate performance.
• Monitor Small Business commitments in line with Prime Contract requirements.
