Kleinfelder, Inc. is seeking a Subcontract Manager to join our Federal Contracts and Compliance team responsible for performing all phases of subcontract formation, performance, and closeout for technically and administratively complex contracts of all types.

The role requires a strong background in federal subcontract administration, knowledge of FAR/DFARS, and proven negotiation and project management skills.

Qualifications

• 8+ years of federal subcontract administration experience with contracts including federal, state and local municipalities.
• Strong understanding of US Government Acquisition and Procurement environment (FAR/DFARS) and related regulations.
• Capable of representing the organization as primary contact on contract matters with project teams, vendors, and customers.
• Attention to detail and strong problem-solving and analytical skills.

Responsabilités

• Perform all aspects of the subcontract administration lifecycle, including solicitations, bidder identification, evaluation of proposals, cost/price analysis, risk analysis, bid summaries and award recommendations.
• Plan, coordinate and conduct negotiations with Subcontractors.
• Establish, negotiate, and administer a variety of contracts and agreements (NDAs, Teaming, Subcontract) from Prime Contractor.
• Due diligence on prospective subcontractors and suppliers; ensure compliance requirements are met.
• Develop and monitor strategies for prudent subcontracting, with emphasis on small business commitments.
• Identify procurement problems, analyze impact, and resolve issues.
• Communicate requirements and ensure performance to subcontract terms with project staff and subcontractors.
• Draft statements of work and project deliverables in coordination with program management.
• Manage and track subcontracts and POs; resolve disputes and evaluate performance.
