Kleinfelder, Inc. is seeking a Subcontract Manager to join our Federal Contracts and Compliance team in the United States. This role covers all phases of subcontract formation, performance, and closeout for complex contracts.

Responsibilities include developing solicitations, evaluating bids, conducting negotiations, and ensuring compliance with NDAs, teaming agreements, and prime-contract requirements. The position emphasizes small-business subcontracting and strong contract management skills.

Qualifications

• Bachelor’s degree in Business, Supply Chain Management or related field from an accredited college or university.
• Minimum of 8 years of federal subcontract administration experience with contracts including federal, state and local municipalities.
• Strong understanding of the US Government Acquisition and Procurement environment including FAR and DFARS, contracting methods, and government regulations.
• Capable of representing the organization as a primary contact on contract matters with program teams, vendors, and customers.
• Exemplify a strong attention to detail.
• Strong problem solving and analytical skills with ability to provide guidance to bring projects to completion.
• Federal Contract Management Certification from NCMC or FAI is preferred.

Responsabilités

• Perform all aspects of the subcontract administration lifecycle, including solicitations, bidder identification, proposal evaluation, cost and price analysis, risk analysis, and award recommendations.
• Plan, coordinate and conduct negotiations with Subcontractors.
• Establish, negotiate, and administer NDAs, Teaming Agreements, and Subcontract Agreements issued by a Prime Contractor.
• Perform due diligence on prospective subcontractors and suppliers and ensure compliance requirements are met.
• Develop and monitor strategies for prudent subcontracting with emphasis on small business subcontracting.
• Identify procurement problems or conflicts, analyze impacts, and resolve issues.
• Communicate with project staff and subcontractors to ensure clear requirements and performance of subcontract terms.
• Draft statements of work and project deliverables with program management and other departments.
• Manage and track metrics on subcontracts, purchase orders, and other agreements.
• Resolve disputes with subcontractors and evaluate performance.
• Monitor Small Business commitments in line with Prime Contract requirements.
