Job summary

@Orchard is seeking a Senior Program Manager for Federal Programs & Growth to lead execution and growth of the federal portfolio, partnering with the VP of Strategic Growth to identify and win new work, ensure exceptional delivery and customer satisfaction.

This corporate leadership role oversees multiple contracts, manages staff and funds, and ensures compliance, performance metrics, and strong CPARS outcomes, while coordinating with government stakeholders and cross-functional teams.

Qualifications

• Bachelor’s degree in Business Administration, Public Administration, Project Management, Engineering, Science, Technology, or a related field.
• Project Management Professional certification required.
• At least 10 years of progressively responsible experience managing federal government contracts.
• Experience managing multiple federal task orders or programs concurrently.
• Strong interface with Government Contracting Officers, CORs, program managers, scientists, and other stakeholders.
• Experience with CPARS, ISO 9001 or quality-management systems, and federal program audits.
• U.S. Citizenship required.

Responsibilities

• Lead a portfolio of multiple federal contracts and task orders, overseeing performance, staffing, schedules, deliverables, quality, compliance, and financial results.
• Serve as the primary program-level point of contact for Government Contracting Officers, CORs, program officials, scientists, and technical leads.
• Develop and maintain program management plans, schedules, risk registers, action-item logs, staffing plans, and performance metrics.
• Prepare monthly program status reports and executive-level summaries for leadership.
• Manage staff, subcontractors, and cross-functional coordination to ensure on-time delivery and customer satisfaction.
• Support capture, proposal development, and transition activities to win follow-on work.
