Job summary

Orchard LLC seeks an experienced Program Manager for a hybrid role based in Woods Hole, MA or other listed U.S. locations.

You will lead federal scientific and technical programs, manage multi-contract portfolios, and drive program success for DoD, NOAA, NASA, EPA, and related agencies. The successful candidate will coordinate government liaison activities, manage budgets and schedules, and develop competitive proposals, with PMP certification preferred and 10+ years of PM experience.

Qualifications

• Master's degree in a relevant field or 15+ years of program management experience.
• Proven proposal development and technical writing in federal contracting.
• Strong knowledge of program management methodologies, budgeting, and reporting.

Responsibilities

• Serve as primary liaison with government stakeholders (CO, COR, TOM) and ensure seamless communication.
• Lead and oversee program operations under multiple contracts and ensure milestones are met.
• Develop and write high-quality proposals responding to government solicitations.
