General Services Administration is seeking a HR Policy Specialist (Recruitment and Placement) to lead national staffing and recruitment programs. Location options include major U.S. cities and Atlanta, GA, with responsibilities spanning policy development, guidance, and cross-agency coordination.

The role requires expert analysis of regulations, senior-level briefings, and the ability to drive HR innovations while ensuring compliance with government initiatives throughout the agency.

Qualifications

• Experience leading or contributing to staffing policy development and implementation.
• Ability to research, interpret and apply staffing regulations and statutes.
• Experience communicating with senior officials on HR innovations and policy.
• Ability to prepare concise written materials and briefings for key stakeholders.

Responsibilities

• Serve as GSA’s staffing policy expert, providing leadership and guidance on interpretation of policy.
• Research and advise on sensitive staffing HR issues, aligning with governmental initiatives.
• Develop GSA-wide policy, guidance, directives, and instructions related to recruitment and staffing.
• Coordinate as TAC representative for major program issues and engage with internal/external partners.
• Apply qualitative and quantitative methods to assess program effectiveness and plan long-range goals.
