Job summary

The Washington State Department of Commerce seeks a Federal and Special Initiatives Investment Lead (COM 4) to oversee HOME, NHTF, and special initiatives within the Housing Division. You will guide program design, administer funding rounds, and supervise staff to ensure compliant, equitable distribution of resources to affordable housing developers and partners.

Qualifications

• Eight (8) years of combined experience and/or education as described below.
• Affordable housing finance
• Real estate underwriting
• Contracting
• Analyzing and applying policies, laws, rules or regulations regarding affordable housing finance
• Intermediate level experience using data management, data visualization, and process improvement tools/methodologies.

Responsibilities

• Develop and implement procedures for a competitive loan and grant process for affordable housing creation in line with federal regulations.
• Write and publish NOFAs in compliance with federal requirements, budget and agency requirements.
• Develop and maintain federal-program application forms and lead the application review process.
• Collaborate with state counterparts to maximize statewide funds usage.
• Lead state-program NOFAs for Special Initiatives and Preservation Programs.
