Qualifications

• Bachelor's degree or equivalent combination of education and relevant professional experience.
• Typically 7+ years of experience supporting federal government proposals, capture, business development, or related activities.
• Demonstrated experience managing complex federal proposals and coordinating cross‑functional proposal teams.
• Strong proposal writing, editing, and storytelling skills, with the ability to produce concise, persuasive content.
• Solid understanding of federal procurement processes, solicitation structures, evaluation criteria, and proposal compliance.
• Ability to understand moderately complex technical solutions and work with SMEs without being the technical architect.
• Experience supporting pre‑RFP shaping activities and developing customer‑facing materials.
• Strong project management, organization, facilitation, and deadline-management skills.

Responsibilities

• Lead and support federal proposals from pre-RFP planning through final submission, including kickoff, scheduling, compliance, content development, reviews, and lessons learned.
• Develop proposal management plans, outlines, compliance matrices, writing assignments, and review schedules.
• Write, rewrite, and edit proposal sections, executive summaries, and resumes.
• Collaborate with solution architects, technical leads, and subject matter experts to translate technical solutions into customer-focused narratives.
• Support pre-RFP capture and shaping activities, including white papers and RFIs.
