Job summary

Loch Harbour Group is seeking an accomplished Vice President of Business Development to lead the growth strategy within the federal government marketplace. This executive will build and lead a high-performing BD organization, drive opportunity identification, capture management, proposal strategy, and revenue growth across DoD and Federal Civilian agencies.

This hands-on leadership role requires strategic vision and active engagement in customer relationships, capture activities, and execution,

Qualifications

• Bachelor's degree in a related discipline is required.
• At least 10 years leading business development and capture in federal contracting.
• Proven success winning prime and subcontract opportunities with DoD and Federal Civilian agencies.
• Experience building and leading BD organizations and teams.
• Deep understanding of FAR and federal procurement lifecycle.
• Familiarity with GWACs, IDIQs, BPAs, and agency-specific contract vehicles.
• Strong leadership, communication, and presentation skills.
• Willingness to travel as required.

Responsibilities

• Develop and execute the Company's annual and long-term BD strategy.
• Build and lead a high-performing BD organization including capture and proposal personnel.
• Establish policies, processes, metrics, and best practices to enable scalable growth.
• Develop market expansion strategies aligned to capabilities and customer priorities.
• Lead capture planning from qualification through contract award.
• Develop customer engagement strategies and win themes.
• Represent the Company at customer meetings, conferences, and industry events.
• Provide regular growth updates and executive reporting.
