Job summary

CDM Smith in Wheeling, WV is seeking an experienced engineer to serve as the technical liaison between federal design and construction teams and contractors. Qualifications

• Bachelor’s degree in Engineering.
• At least 5 years of relevant experience.
• Must be a U.S. citizen.
• Able to pass a federal background check.
• Knowledge of design review, construction administration, cost estimating, scheduling and contract management.
• Strong writing and oral communication skills.

Responsibilities

• Serve as the technical liaison between federal government client design branch, construction branch, and contractors.
• Review design submittals, shop drawings, specifications, RFIs, and technical reports for compliance with Federal and client standards.
• Apply engineering principles across planning, investigation, design review, construction administration, and assessment of engineering procedures, structures, systems, and tools.
• Monitor progress and prepare technical reports and project status reports.
• Provide engineering judgment for field modifications, non-conformance issues, value engineering proposals, and constructability reviews.
• Comply with guidelines and regulations including permitting, safety and environmental requirements, and deliver technical files.
• Assist in the development of cost estimates and supporting analysis with government cost estimators.
• Participate in pre-construction meetings, progress reviews, and project closeout/punchlist activities.
• Conduct quality assurance reviews to ensure compliance with contract requirements.
• Develop and mentor junior engineering staff while guiding technical direction and best practices.
• Develop and maintain client relationships through responsive communication and strong technical support.
