Job summary

Management Concepts is seeking an experienced Instructional Designer / eLearning Developer to design, develop, and deploy training for a large-scale federal Enterprise Contract Management System implementation, focusing on performance-based learning for federal employees and system users.

You will collaborate with SMEs, accessibility specialists, and instructors to translate complex functionality into engaging ILT, vILT, eLearning, simulations, and job aids, ensuring Section 508 compliance and

Qualifications

• Bachelor's degree required with 5+ years designing and developing training for complex enterprise systems or major technology implementations.
• Expert-level proficiency with Microsoft 365 tools (PowerPoint, Teams, SharePoint) and with eLearning/simulation tools such as Articulate 360, uPerform, Scribe, or Snagit.
• Strong understanding of AI and its productive use in instructional design and development.
• Ability to conduct task, audience, role, workflow, and performance analyses and translate findings into effective learning solutions.
• Experience developing multiple learning modalities (ILT, vILT, eLearning, job aids, simulations, performance-support materials).
• Strong knowledge of adult-learning theory, instructional systems design, and performance-based learning.

Responsibilities

• Analyze system functionality, processes, user roles, and workflows to identify learning needs.
• Design role-based learning solutions aligned with tasks users perform in the CMS environment.
• Develop ILT, vILT, and self-paced eLearning, simulations, and job aids.
• Create design documents, storyboards, facilitator and participant materials, and assessments.
• Develop software demonstrations, guided practice activities, and interactive simulations for hands-on learning.
• Produce short-form content and microlearning, including video- and avatar-supported learning.
• Ensure accessibility and collaborate with 508 specialists to meet requirements.
• Support Agile/hybrid development, reviews, and revisions through the development lifecycle.
