Management Concepts | Federal Enterprise Contract Management System Implementation
Position Description

Management Concepts is seeking an experienced Instructional Designer / eLearning Developer to support the design, development, and deployment of training for a large-scale federal Enterprise Contract Management System (CMS) implementation. This fully dedicated role will develop engaging, accessible, role-based learning solutions that prepare federal employees and other system users to successfully perform their responsibilities within a new enterprise technology environment.

The Instructional Designer / eLearning Developer will work with program leadership, subject matter experts, system implementation partners, instructors, accessibility specialists, editors, and other learning professionals to translate complex system functionality and business processes into practical, performance-based training. Training solutions will include instructor-led training (ILT), virtual instructor-led training (vILT), eLearning, simulations, job aids, microlearning, knowledge-library resources, and other performance-support products supporting both core system training and role-based curricula.

Key Responsibilities
  • Analyze system functionality, business processes, user roles, tasks, workflows, requirements, and source documentation to identify learning and performance needs.
  • Design role-based learning solutions that align course content with the specific tasks learners will perform in the CMS environment.
  • Develop instructor-led, virtual instructor-led, and self-paced eLearning products supporting both core system functionality and role-specific processes.
  • Develop course outlines, detailed design documents, storyboards, facilitator materials, participant materials, exercises, assessments, job aids, reference materials, and other instructional products.
  • Develop software demonstrations, guided practice activities, interactive simulations, and try-me simulations that allow learners to practice system processes.
  • Develop short-form and microlearning content, including video- and avatar-supported learning products, as appropriate.
  • Create learning activities and assessments that measure the learner's ability to perform required job tasks rather than simply recall information.
  • Incorporate adult-learning principles, instructional design best practices, usability standards, and performance-based learning approaches throughout the development process.
  • Collaborate with subject matter experts, system implementation personnel, instructional staff, editors, Section 508 accessibility specialists, and other stakeholders throughout the development lifecycle.
  • Participate in Agile/hybrid development activities, including product planning, development sprints, reviews, demonstrations, feedback cycles, and iterative revisions.
  • Revise instructional products based on stakeholder reviews, system changes, testing results, learner feedback, implementation decisions, and approved changes to business processes.
  • Maintain consistency across learning products by following approved templates, style guides, terminology, branding, design standards, and development conventions.
  • Develop learning products that support initial deployment as well as just-in-time, refresher, remedial, and sustainment training.
  • Ensure instructional products are designed to meet Section 508 accessibility requirements and work collaboratively with accessibility specialists to resolve accessibility issues.
  • Maintain accurate development status, estimates, dependencies, risks, decisions, and product information in project tracking systems.
  • Support quality assurance reviews and ensure final learning products meet contractual, program, instructional, accessibility, and technical requirements.
Required Qualifications
  • A Bachelors degree with a minimum of 5 years' experience designing and developing training for complex enterprise systems, software applications, technology implementations, or business-process transformations.
  • Expert-level proficiency with Microsoft 365 tools, especially PowerPoint, Teams, and SharePoint, and with eLearning and simulation tools such as Articulate 360, uPerform, Scribe, or Snagit.
  • Strong understanding of AI and its productive use in instructional design and development.
  • Demonstrated ability to conduct task, audience, role, workflow, and performance analyses and translate findings into effective learning solutions.
  • Experience developing multiple learning modalities, including instructor-led training, virtual instructor-led training, eLearning, job aids, simulations, and performance-support materials.
  • Strong knowledge of adult-learning theory, instructional systems design, performance-based learning, and learner-centered design principles.
  • Experience developing role-based training that connects system functionality to the specific responsibilities and tasks performed by different user groups.
  • Demonstrated ability to transform complex technical and business-process information into clear, concise, and usable instructional content.
  • Experience collaborating effectively with subject matter experts, technical teams, instructors, editors, accessibility specialists, project managers, and other stakeholders.
  • Experience working within structured review, quality assurance, and approval processes.
  • Ability to manage multiple learning products, priorities, deadlines, dependencies, reviews, and revisions in a fast-paced implementation environment.
  • Strong writing, editing, communication, organization, and analytical skills.
  • Working knowledge of accessibility principles and experience supporting the development of Section 508-compliant learning products.
  • Ability to complete a background investigation and obtain and maintain the required Public Trust clearance.
Preferred Qualifications
  • Experience supporting training for a federal agency, federal contractor, systems integrator, or other government modernization program.
  • Experience developing training for federal acquisition, procurement, contract management, financial management, or related business processes.
  • Familiarity with enterprise platforms or environments involving technologies such as SAP, Oracle, Hyperion, or comparable enterprise applications.
  • Experience with Agile, Scrum, or hybrid Agile instructional-development environments.
