Job summary

Boston Public Library is seeking an experienced Facilities Manager to oversee daily operations of custodial, maintenance, and MEP services. You will manage contracts, develop SOPs, and lead energy efficiency initiatives to keep the library’s buildings safe, efficient, and welcoming.

Responsibilities

  • Oversee day-to-day facilities staff including custodial, maintenance, and MEP services
  • Manage service contracts, RFPs, and contract compliance with invoices
  • Develop procedures, reports, schedules, and SOPs to ensure safety and efficiency
  • Lead preventative maintenance programs and energy efficiency initiatives
  • Respond to emergencies and minimize operational disruptions
  • Establish KPI frameworks and report on facility performance and cost savings
  • Maintain records with Library and City stakeholders; coordinate with PMO and licensing bodies
  • Provide training and coaching to facilities staff; enforce HR processes and discipline as needed
  • Maintain knowledge of building systems and compliance with OSHA/NFPA standards

Job description

Is responsible for managing all aspects of facilities service, including preventive maintenance, reactive maintenance, systems improvements, and emergency repairs. Provides direct oversight of trades, contract workers, custodial staff, and all third-party service providers. Provides oversight to the Library’s building in conjunction with Library management and other city Departments. Ensures the interior and exterior of Buildings are maintained to Library standards to support a welcoming, clean, and efficient environment. Is responsible for planning and executing energy efficiency programs and improvements and that all systems are well maintained and in good working order.

  • Has responsibility and oversight of the day-to-day operations of facilities staff, ensuring all services are effectively delivered and facility needs are met, including custodial, general maintenance, and MEP services.
  • Responsible for the cost-effective management of service contracts and all aspects of service delivery pursuant to these contracts, including periodic and ongoing performance and financial review, conducting RFPs, and ensuring payments and invoicing match contract pricing.
  • Develop and implement documents such as methods of procedure, reports, schedules, and standard operating procedures to ensure efficiency, compliance, safety, and effective operations.
  • Improve and implement preventative maintenance programs to extend the lifespan of property assets and minimize service disruptions.
  • Quickly respond to emergencies and ensure swift and decisive actions to correct issues, mitigate risks, protect personnel, and minimize operational disruptions.
  • Create and improve comprehensive key performance indicator frameworks to enable data-driven decision-making. Collect, analyze, and report on facilities data to provide an accurate assessment of facility management objectives, cost savings, and improvements.
  • Ensure appropriate record-keeping for all Library facility work. Work with senior staff, City of Boston, and others as appropriate in the review and deployment of facility resources.
  • Ensure performance management, coaching, and development of team members through established HR processes and disciplinary actions.
  • Ensure the facility management staff consistently provides positive and prompt responses to requests from all Library staff.
  • Maintain capital planning documentation and is a liaison with the PMO office, Landmarks Commission, and other statutory, regulatory, licensing, and standards organizations.
  • Perform related work as required.
  • At least five (5) years of full-time experience at the level of Facilities Manager in commercial real estate. Graduation from carpentry, electro-mechanical technology, electrical wiring, maintenance, masonry, painting and decorating, plumbing, power mechanics, sheet metal, or stream engineering course of a recognized technical/vocational high school may be substituted for a maximum of one (1) year of the required experience. A certificate for completion of at least a two (2) year, or equivalent part‑time, course of studies in a non-degree-granting program of a recognized technical school above the high school level with a major in architectural drafting technology, civil construction technology, or electronic maintenance technology may be substituted for a maximum of one (1) year of the required experience. An associate’s degree with a major in architectural drafting technology, construction and building technology (carpentry, electrical work, plumbing, sheet metal, air conditioning, heating, etc.), plant management, civil engineering, electrical engineering technology, or electrical power engineering technology may be substituted for a maximum of one (1) year of the required experience.
  • Customer-focused, with a vision of service excellence for customers. A bachelor’s or higher degree with a major in architectural engineering, civil engineering, electrical, or mechanical engineering may be substituted for a maximum of two (2) years of the required experience. Education toward such a degree or certificate will be prorated on the basis of the proportion of the requirements. No substitution will be allowed for more than two (2) years of the required experience.
  • Understanding of complex interconnected building systems, including but not limited to HVAC, BMS, Electrical Systems, Lighting Controls, Elevators, Fire Protection Systems, Plumbing Systems, and Facilities Management Technology.
  • Must have strong management and leadership skills and experience with people management and performance management processes.
  • Experience creating and sustaining a positive environment that values employee contributions, respects differences among staff and patrons, and ensures accountability of all staff to each other and the public.
  • Project management experience preferred.
  • Facilities Management experience encompassing both preventative and reactive maintenance.
  • Language skills preferred.
  • Experience with process improvement and change management.
  • Ability to communicate complex information effectively.
  • Ability to manage resources effectively through planning, priority setting, human resource and financial management, and technical management.
  • Demonstrated working knowledge of building systems and of federal, state, and local laws, regulations, and ordinances applicable to the Boston Public Library, including OSHA, NFPA, etc.
  • Demonstrated working knowledge of automated work order and building management systems.
  • Must have and maintain a current Massachusetts driver’s license.
  • Must be able to respond to emergency calls during off‑hours.
  • Demonstrated ability to manage a large number of employees.
  • Ability to develop and conduct training programs, including instruction in various equipment.
  • Working knowledge of the methods, materials, tools, and equipment used in building care work.
  • Demonstrated knowledge of Microsoft Office Suite.
  • OSHA 10 Certificate preferred.
  • CFM, FMA industry certifications preferred; other Engineering, Business, or technical training or certification is a plus.
  • Ability to exercise good judgment and focus on detail as required.
