Job summary

The State of Connecticut DAS/BITS is seeking an Experience and Design Leader to guide product strategy and experience work across digital programs and enterprise applications. You will partner with agencies and delivery teams to identify needs, set direction, and improve services for residents and staff.

The role encompasses product management, service design, user research, user experience, content, and accessibility, with a strong emphasis on measurable outcomes.

Qualifications

• Ten (10) years of information technology experience including IT leadership.
• One (1) year in a managerial capacity.
• Substitutions allowed: college training or a master’s degree may substitute for experience.

Responsibilities

• Develop and refine product strategies for digital programs and enterprise applications.
• Lead and coordinate product management, service design, user research, and accessibility services.
• Partner with agencies to identify user needs and translate findings into prioritized product plans.
• Plan research activities (interviews, usability testing, journey analysis) to inform decisions.
• Ensure accessibility standards and design guidelines are applied across delivery.
• Coordinate priorities across experience and design functions and maintain reusable design patterns.
