Qualifications

• U.S. citizen able to pass background investigation; DHS clearance preferred.

Job Description: Senior Program & Strategy Advisor
Constellation seeks a Senior Program & Strategy Advisor to support senior federal leadership in establishing, operating, and maturing new DHS programs. This individual will serve as a trusted advisor to government executives, helping translate strategic priorities into actionable plans, establish management structures and processes, develop operational concepts, and drive complex initiatives across the organization.
This role requires more than traditional project management. The successful candidate will be expected to operate with significant independence, identify issues and opportunities, develop recommendations, and help government leadership determine the best path forward rather than simply execute assigned tasks. The Advisor will work across organizational strategy, program management, operations, stakeholder coordination, process improvement, and executive decision support. A strong in-person presence is required as the Advisor will own and grow the client relationship.
The role will also provide oversight of select technology, automation, and innovation initiatives. Hands-on development is not required, but the Advisor must have sufficient technical acumen to help define business needs, evaluate potential solutions, identify required data and process inputs, and provide effective direction to technical teams on behalf of the customer.

Key Responsibilities:

• Executive Advisory: Serve as a trusted advisor to senior government leadership, providing analysis, recommendations, and practical guidance on strategic and operational priorities.
• Program Stand-Up & Operations: Help establish and mature new programs, including governance, roles and responsibilities, operating rhythms, performance measures, and internal processes.
• CONOPS & Program Planning: Develop CONOPS, implementation plans, roadmaps, SOPs, business processes, and other foundational program and operational products.
• PMO & Program Leadership: Drive planning and execution across multiple initiatives, managing priorities, milestones, dependencies, risks, and executive-level reporting.
• Stakeholder & Decision Support: Coordinate across organizations to resolve issues and build alignment; develop briefings, analyses, and recommendations to support executive decision-making.
• Technology & Innovation Oversight: I dentify opportunities for automation and technology-enabled improvements and provide customer-side direction to technical teams, translating operational needs into requirements, priorities, and solution concepts.

The ideal candidate must have the following experience, background, and credentials:

• 10+ years of experience in program management, management consulting, strategic planning, or related roles supporting complex federal programs.
• Demonstrated experience advising senior government or executive-level stakeholders and developing recommendations that inform leadership decisions.
• Experience establishing or maturing PMOs, programs, or organizations and developing supporting CONOPS and governance frameworks.
• Proven ability to independently translate broad or ambiguous objectives into structured plans, analyses, recommendations, and executable actions.
• Sufficient technical acumen to understand automation, data, applications, and system concepts and effectively oversee technology initiatives and technical teams.
• Be a U.S. citizen able to pass a background investigation by the client agency. DHS clearance or DoD Top Secret preferred.

Preferred Skills:

• PMP, Agile, or other relevant program/project management certification.
• Experience supporting DHS/CBP acquisition, procurement, or acquisition program management processes.
