Job summary

NYC Department of Housing Preservation and Development seeks an Executive Director for the Rental Preservation Team to oversee Multifamily Preservation Loan Programs and related housing initiatives.

Reporting to the Assistant Commissioner for Preservation Finance, you will lead directors, manage a staff of ~18 project managers, and coordinate with financial institutions, developers, and city agencies to preserve affordability.

Qualifications

• Bachelor's degree and 4 years in real estate/housing programs; at least 18 months in executive/managerial capacity.
• Graduate study or law degree may substitute for up to 1 year; 3 years total with 18 months in management

Responsibilities

• Oversee development and implementation of plans, strategies and tools for effective program management.
• Manage the development pipeline for financing programs and ensure timely closings, completions and conversions.
• Identify opportunities for improved processes and implement new agency policies into the programs and projects.
• Establish productivity measures for staff and goals for the unit; monitor progress and outputs.
• Establish systems for monitoring, tracking, and quality control across staff deliverables.
• Coordinate with developers, financial institutions, not-for-profits and government agencies to promote and preserve affordable housing.
• Prepare, review and interpret development budgets, pro formas and affordability analyses.
• Perform general project management duties including loan closings and project troubleshooting through to permanent loan conversion.
• Participate in meetings with development teams and other stakeholders; relay findings to leadership.
• Collaborate with HPD divisions to resolve site, design, environmental and construction monitoring issues.
