Job summary

State of Colorado seeks an Executive Director for the Department of Health Care Policy & Financing to lead the state’s largest health program administration. The role reports to the Governor and sits on the Governor's Cabinet, directing Medicaid/CHP+ operations and policy implementation with a focus on efficiency, equity, and accountability.

Qualifications

• Seasoned leader with executive health care program leadership and governance experience.
• Strong track record in budgeting, financial planning, and performance dashboards.
• Extensive stakeholder engagement with elected officials, providers, and community groups.
• Proven ability to develop policy, set strategic direction, and manage complex health care programs.
• Deep knowledge of Medicaid and public health program administration.

Responsibilities

• Provide strategic direction to the department and ensure alignment with Governor's priorities.
• Oversee operations, budgeting, compliance, IT systems, and performance metrics.
• Lead the administration of Medicaid and CHP+ with focus on access, quality, and cost containment.
• Manage the department's budget and oversee fiscal policy, procurement, and contracts.
• Collaborate with external partners and counties to deliver safe, effective health care.
