Job summary

Dallas Independent School District seeks an Executive Director II to lead policy and governance for the $6.2B 2026 Bond Program. This senior role directs governance, policy development, QA/QC, and continuous improvement across design, procurement, construction, and closeout, ensuring compliance with board policies and district goals.

Qualifications

• Bachelor’s degree in Construction Management, Architecture, Engineering or related technical field.
• 10+ years of construction industry experience spanning design development, procurement, construction execution, commissioning, and closeout.
• 5+ years of program management leadership in school renovation and new construction projects.
• Deep knowledge of construction delivery methods (K-12 CSP, CMAR, JOC); public sector procurement; and permitting processes.
• Strong understanding of governance, compliance, risk management, audit practices, and performance management systems.
• Advanced technical fluency in K–12 capital construction, including design development and delivery.

Responsibilities

• Provide strategic leadership and governance for the District’s bond program and related capital projects.
• Oversee procurement, contract interpretation, audits, and compliance with federal, state, local, and district regulations.
• Develop and maintain construction governance standards, SOPs, and QA/QC practices.
• Lead process improvement across design, procurement, construction, commissioning, and closeout.
• Mentor the team responsible for governance, reporting, and district-wide best practices.
• Offer technical guidance to leadership on governance, project delivery, risk, and performance.
