Qualifications

• Bachelor's Degree in finance, accounting, information systems, business administration, public administration, or a related field.
• Minimum 5 years of experience in bond finance, debt management, financial systems, and public sector business, preferably technology.
• Experience managing projects and working with internal and external teams in a business environment.
• Strong knowledge of financial concepts; Oracle ERP platform preferred; reporting tools and data management for bond administration.
• Understanding of internal controls, compliance, audit practices, and regulatory standards for bond finance and district policies.
• Ability to analyze business needs, improve processes, and implement technology solutions for efficiency and accuracy.
• Maintain annual process updates and collaborate with stakeholders to refine processes.
• Strong written and verbal communication skills for reports and leadership presentations.

Responsibilities

• Manage daily technology support for technology bond finance operations, ensuring reliable systems and timely issue resolution.
• Coordinate with stakeholders to adjust project budgets, maintain balances, and provide timely responses.
• Manage project finances, transfers, reconciliations, reporting, and end-user training with templates for expedient responses.
• Run budget reports daily or multiple times daily to ensure accurate project balance recording.
• Oversee implementation, maintenance, and optimization of financial applications for debt management, bond accounting, and compliance.
• Coordinate with Finance, Bond Construction, Asset Management, Procurement, and Technology to align solutions with audit requirements.
• Coordinate asset inventory adjustments and monthly/annual closing with Finance.
• Oversee data integrity, system controls, and security practices to support accurate financial reporting.
• Monitor system performance, identify improvements, and drive automation for efficiency.
• Prepare and review documentation and management reports ensuring adherence to standards and laws.
• Maintain impeccably detailed electronic filing in accordance with records retention requirements.
• Other duties as assigned.
