Job summary

The South Carolina Department of Social Services is seeking an ES Eligibility Case Manager to administer SNAP and TANF programs within Economic Services, helping restore and improve clients' financial stability. Responsibilities

• Administers SNAP and TANF programs for Economic Services to help improve customer financial stability.
• Conducts SNAP and TANF quality interviews via phone and in person for renewals.
• Processes SNAP and TANF applications and renewals by determining eligibility and authorizing benefits.
• Manages ABAWD caseload and determines SNAP eligibility for assigned cases.
• Processes system alerts (SNAP, TANF, ESAP, SCCAP) for county of residence and caseload.
• Documents overpayments and prepares supporting materials for Fair Hearings; attends hearings as directed.
• Maintains case records in the agency system with confidential, timely, and accurate documentation.
• Performs Red Cross shelter duty or other emergency shelter duties as directed.
• Protects PII and safeguards agency networks, systems, and data.

Job Duties:

• The ES Eligibility Case Manager performs duties related to the administration of the SNAP and TANF programs for Economic Services to help restore or improve customer financial stability.

• Conducts SNAP and/or TANF quality interviews include both phone and/or face-to-face interviews for SNAP and/or TANF renewals.

• Processes SNAP and/or TANF applications and/or renewals by determining eligibility and authorizing benefits if applicable, and process SNAP and/or TANF six-month renewals and changes by redetermining eligibility and reauthorizing benefits if applicable.

• Manages ABAWD (Able-Bodied Adult without Dependents) caseload by sending required notices, updating ABAWD tracking system, and determining SNAP eligibility for assigned ABAWD cases. Interprets social services programs to clients as needed. Keep abreast of state, federal, and agency program regulations and policies.

• Processes system generated alerts (SNAP, TANF, ESAP, and SCCAP) for county of residence as well as any alerts associated with your caseload.

• Identifies and documents over payments and makes at least 3 possible claims referrals to the Benefit Integrity Unit; prepares supporting documents for Fair Hearings and attends hearings as directed. Participates in training and supervisory meetings or staff meetings as required.

• Maintains case records and files in agency designated computer system for documentation and auditing purposes as required by agency policy in a confidential, timely and accurate manner. Documents client work participation activities in agency designated system. Enters timely documentation in SCOSA of events/activities that may affect clients continued eligibility for benefits. Prepares reports as requested by the supervisor or otherwise required and follows program policies and procedures.

• Performs Red Cross shelter duty or other emergency shelter duty/services as directed.

• Ensures personal identifying information (PII) is properly used, accessed, gathered, shared, and disposed. Protects the agency networks and applications by safeguarding systems, equipment, and data.

A High School Diploma and at leastone (1) year experience in Economic Services programs.

An Associate Degree or higher may be substituted for required program experience.
