Job Summary:

The Permits Unit Manager is responsible for overseeing the operations and personnel matters of the Permits Unit within the Surface Water Protection Section. This role involves managing the drafting and quality assurance of Clean Water Act permits and ensuring compliance with state and federal regulations. The Permits Unit Manager will also lead professional development initiatives for staff and oversee the management of Clean Water Act grants and continuous improvement projects within the unit.

This position is available for remote work on a full-time basis within Arizona (including virtual office arrangements).

Job Duties:

  1. Management and supervision of staff and operations, including training/coaching and disciplinary actions as needed.
  2. Manage unit budget in order to be aware of financial resources for staff training, strategic hiring, purchasing of necessary equipment/software.
  3. Ensures the unit is in compliance with program goals, state and federal rules and regulations, and grant requirements.
  4. Supports the section in meeting performance measures by developing and participating in process improvement projects and develops revised processes that increase work efficiency, quality and output.
  5. Attend meetings with other supervisory/managerial staff to give/receive information and to participate in discussion, problem resolution, and decision-making as related to programs and processes the unit and section.
  6. Functions as a technical and regulatory resource for staff, supervisors, stakeholders, customers, and the general public regarding Clean Water Act permitting activities.
  7. Acts as a decision maker on unit level decisions, as necessary and appropriate.

Minimum Qualifications:

  1. Comprehensive knowledge of environmental state and federal rules and statutes, particularly related to the Clean Water Act.
  2. Knowledge of or the ability to learn state and federal environmental permitting protocols and their interpretations will also be valuable experience for the position.
  3. Management/leadership, supervising, and people management skills within a government agency or environmental private industry.
  4. Strong technical skills in environmental permitting processes and compliance strategies.
  5. Ability to manage a team of environmental technical staff is critical for a successful candidate in this position.

Selective Preference(s):

  1. Bachelor of Science degree in the field of Environmental Science, Environmental Management, Environmental or Chemical engineering, Biology, Hydrology, or other environmental discipline.
  2. A minimum of 3 to 5 years of environmental experience in a regulatory agency, consulting, or private industry with a focus on environmental permitting and compliance.
  3. A minimum of 2 years of supervisory experience managing staff level employees.
