The Environmental Programs Manager I creates and manages environmental and resilience building projects and supports the Deputy City Manager for Resilience & Sustainability in the development and administration of other city environmental/resilience/sustainability projects and programs. This position plays an important role in the preservation of the environment and building resilience to the impacts of climate change. This position manages and coordinates a variety of energy, storm water, habitat, pollution-related, and other environmental projects, along with education and outreach activities associated with City of Annapolis environmental programs. This position requires excellent communication skills and an ability to deal with diverse people and organizations. This position may be tasked to perform research, develop presentations and events and/or public outreach materials, prepare written memoranda concerning environmental trends and legislation, research and prepare grant applications, and to testify before City Council and its committees and present to Boards and Commissions and non-profit and community organizations.

Identifies, develops, and manages programs and projects to protect and restore the environmental integrity of the City of Annapolis, mitigate the impacts of climate change, create resilience and sustainability, create energy efficiency, and increase biodiversity and wildlife habitat.
Develops, establishes and manages community education and outreach programs related to stormwater, watershed restoration, zero waste, energy efficiency, pollution reduction, and the requirements of new legislation.
Makes presentations to the public, City Council, City Boards and Commissions, and non-profit organizations and others as necessary.
Identifies, pursues, manages, and reports against grants to further the city’s stormwater management, watershed restoration fund work, zero waste, energy efficiency, pollution reduction, and resilience.
Creates and executes special events such as Earth Day events and public information events.
Tracks and compiles data to provide in City permit requirements, to use in submitting for City environmental/sustainability/habitat certifications/recertifications, and to log complaints concerning compliance with environmental laws.
Reviews stormwater projects, restoration projects, development plans, and other City projects to incorporate environmental protection and resiliency features.
Maintains contact and communication with non-profit organizations, community groups, and environmental leaders and stakeholders.
Performs research to inform proposed City legislation and programs.
Identifies grant opportunities and writes grant applications.
Performs other related job duties as assigned.
Knowledge, Skills and Abilities:
Basic knowledge of climate change impacts, pollution reduction practices, clean energy, grey and green resilience solutions, wildlife habitat, stormwater management and stream restoration science and best practices;
Basic knowledge and understanding of federal, state and local regulations pertaining to the natural environment and have the ability to implement regulations as they relate to assigned programs.
Knowledge of various computer software packages and basic office word processing software typically used in an office environment; ability to demonstrate computer literacy; and proficiency in use of Microsoft Office applications.
Ability to develop and maintain good relationships with staff, managers, and members of the public.
Ability to share clearly technical ideas and concepts with the public and non-technical personnel.
Skilled in planning and strategy development.
Strong communication skills, written and oral.
Creativity in planning public outreach and education events
Ability to demonstrate creativity and initiative in problem solving; to manage, lead, participate and schedule multiple activities; and to work in remote locations if required and/or various work environments; and to work with minimal supervision in a fast-paced environment.
Ability to demonstrate sound judgment in planning and defining program direction. Ability to demonstrate a basic understanding of project schedules, plans and specifications; to establish effective professional working relationships; to express ideas concisely; and to read, interpret, explain, and/or use database and spreadsheet programs.
Minimum Qualifications:
A bachelor's degree from an accredited college/university with major concentration in Natural or Earth Sciences, Climate Science, Sustainability, Natural Resource Management, Environmental Engineering, Stormwater Management, Enfironmental Resilience, or a similar concentration and not less than one year’s experience in environmental research, environmental protection (soil, water, ecology, or wildlife management) sustainability, climate change mitigation; OR a Master’s Degree from an accredited college/university in natural or environmental science, Natural Resource Management, Climate Science, Sustainability, Environmental Engineering, Stormwater Management and one year experience in environmental research, environmental protection, sustainability, climate change mitigation, or a similar concentration.
Special Qualifications:
Possession of a valid state driver’s license or the ability to obtain the same within 30 days of employment.
Consent to chemical substance screening consistent with mandated Federal, State, and City guidelines and programs, to include random drug and alcohol testing.
Preferred Qualifications:
Experience working for municipal or county government.
Experience with state and federal grant applications
Experience planning events and/or with community outreach/education.
Physical/Mental Demands:
The work is sedentary and generally the employee may be required to speak, walk, stand, bend, and/or carry light items to include paper, books or files.
The work is primarily sedentary work that may require exerting a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Additionally, the following physical abilities are required:

Reaching ability: sufficient to extend hand(s) and arm(s) in any direction.
Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
