Enterprise Knowledge Management Lead

*This is a 5-month contract position

Description

This position develops, maintains, and matures enterprise knowledge assets that improve service delivery, decision-making, and operational efficiency across the organization. This role collects, analyzes, organizes, validates, and disseminates information critical to IT operations, ensuring employees, partners, and stakeholders have reliable access to accurate and actionable knowledge.

The position leads initiatives designed to reduce information silos, preserve institutional knowledge, improve information accessibility, and strengthen enterprise knowledge governance practices.

Strong analytical capabilities, excellent communication skills, and a service-oriented mindset are essential for success in this role.

Responsibilities:
Strategy and Planning
  • Develop a long-term knowledge management roadmap aligned with organizational strategic goals, service delivery objectives, and technology priorities.
  • Build and maintain partnerships with business units, research organizations, vendors, subject matter experts, and internal stakeholders to source and validate authoritative information.
  • Monitor IT industry trends, public-sector best practices, and benchmarking data to advise leadership on emerging knowledge management needs.
  • Establish strategies for implementing collaborative platforms, digital communities, forums, and other technologies that support enterprise knowledge sharing.
  • Design and execute plans to capture, preserve, and transition legacy knowledge as employees, contractors, processes, or technology platforms change.
  • Create and maintain policies governing the appropriate use, retention, accessibility, and management of knowledge assets in accordance with organizational standards and security requirements.
Acquisition and Deployment
  • Participate in the evaluation, selection, implementation, and optimization of knowledge management technologies and tools that support enterprise content, collaboration, and knowledge access.
  • Assess emerging knowledge management technologies and determine their applicability to organizational needs.
  • Support the integration of knowledge management capabilities into enterprise technology platforms and business processes.
Operational Management
  • Identify, gather, analyze, and synthesize knowledge assets from distributed systems, subject matter experts, documentation repositories, and business stakeholders.
  • Integrate knowledge resources with intranets, portals, document repositories, enterprise content management systems, and other organizational platforms.
  • Identify opportunities where structured knowledge can improve service management, employee onboarding, incident resolution, training, and operational outcomes.
  • Leverage knowledge assets to support employee education, end-user training, communications, and organizational learning.
  • Work collaboratively with content managers, process owners, subject matter experts, and business stakeholders to maintain accurate, accessible, and well-structured content.
  • Partner with IT teams to define architectures, standards, and practices for knowledge storage, retrieval, accessibility, and continuous improvement.
  • Coordinate with infrastructure, application, and support teams on system issues affecting knowledge availability or accessibility.
  • Research and recommend knowledge management tools, standards, frameworks, and technologies.
  • Promote a culture of collaboration, transparency, knowledge sharing, and continuous learning.
  • Support the governance, maintenance, and lifecycle management of enterprise documents, guides, standard operating procedures, handbooks, knowledge articles, and other digital assets.

  • Advanced skills in research, information analysis, validation, and synthesis using digital, print, and traditional research methods.
  • Experience developing taxonomies, metadata schemas, information architectures, and content classification strategies.
  • Hands-on experience integrating knowledge management frameworks with intranets, portals, databases, IT service management platforms, or enterprise content management systems.
  • Strong customer service orientation and familiarity with service delivery best practices.
  • Experience with enterprise content and database integration and multiple database or content management technologies.
  • Knowledge of information archiving, cataloging, records retention, and information lifecycle management methodologies.
  • Strong analytical, critical-thinking, and problem-solving capabilities.
  • Excellent written and verbal communication skills, with the ability to translate technical concepts into clear business language.
  • Demonstrated ability to gather requirements, engage stakeholders, and deliver solutions aligned with organizational needs.
  • Understanding of project management fundamentals and experience contributing to or managing knowledge management initiatives.
  • Knowledge of applicable data privacy, information security, intellectual property, copyright, and records management requirements.
  • Experience working with a variety of storage media, digital content formats, and information repositories.
  • Ability to quickly learn organizational policies, technology environments, business processes, and service delivery objectives.
