Job summary

Washington State Health Care Authority (HCA) seeks a Program Manager (ITPM-M/ETS) to lead the HCMACS PMO, coordinating schedule, staff, and vendor activities for enterprise EHR implementation across multiple state agencies. The role blends on-site and telework, reporting to Olympia, WA, with travel as needed.

Responsibilities include managing master schedules, providing advanced EHR guidance, and ensuring on-time, on-budget delivery while collaborating with leadership and vendors.

Qualifications

• Master’s degree in IT or IT-related field, or equivalent.
• 3+ years professional IT experience in IT management or health care industries managing multiple large-scale enterprise IT services projects.
• 2+ years as a Senior Level Supervisor supervising project/program managers in multiple technology areas.

Responsibilities

• Manage the HCMACS Program Schedule in Jira and MS Project with leadership teams.
• Serve as the technical program management advisor to program leadership for EHR implementation across multiple state agencies.
• Provide advanced EHR expertise to ensure the program is on time and on budget, including readiness, testing, go-live, and optimization.
• Support rapid hiring and contracting of key staff and vendors to resource the program.
• Oversee onboarding of staff and vendors, including third-party access and equipment setup.
• Provide strategic direction and guidance aligned with the program roadmap.
• Set up regular touchpoints with vendors and staff to monitor milestones and objectives.
• Act as contract manager for key vendors (OCM and QA) and lead PMO meetings.
