You will conduct highly complex fiscal analyses, interpret Budget Act provisions, and provide executive-level recommendations to support strategic budgeting and governance.

Job Description And Duties

The Fiscal Services Division’s Budget Branch provides strategic leadership and oversight of the California Air Resources Board’s enterprise budget development, fiscal policy, and statewide budget administration. This position exists to provide expert fiscal policy analysis, enterprise budget governance, and technical leadership supporting departmental budget development, cost allocation methodologies, centralized funding administration, and executive decision-making. The Analyst IV advises management on highly complex fiscal matters, develops enterprise budget methodologies, and ensures compliance with state budgeting requirements, fiscal policies, and reporting standards to support the Department’s mission and long-term fiscal integrity.

The selected candidate will serve as the Department’s Enterprise Budget Strategy Analyst, leading the development and modernization of enterprise budget methodologies, cost allocation models, centralized funding strategies, and position control processes. The incumbent will conduct highly complex fiscal and policy analyses; interpret Budget Act provisions, legislation, and statewide fiscal requirements; and provide executive-level recommendations that strengthen enterprise budget governance, improve funding methodologies, and support strategic departmental decision-making.

Occasional travel may be required to attend meetings or trainings.
