Job Description And Duties

We are looking for an Air Resources Supervisor I with a positive attitude and a high degree of initiative to lead the Emerging Strategies Section in the California Air Resources Board’s Sustainable Transportation and Communities Division (STCD). STCD uses multi-disciplinary teams to integrate data, research, planning, regulations, and incentives to foster zero-emission communities that provide a range of affordable housing and transportation options that drive electrification, reduce vehicle miles traveled, and meet community needs in a manner that promotes equity, access to opportunity, and community resiliency.

The Emerging Strategies Section leads policy development and implementation to reduce GHG emissions from building operations, such as through the Clean Space and Water Heater Standards (CSWHS) as committed to in California’s 2022 Strategy for the State Implementation Plan. The section is responsible for policy analysis and design, regulatory development and implementation, preparing regulatory documents and related reports and presentations, engaging with and incorporating feedback from interested parties and the public, and collaborating with public agencies and others on complementary building decarbonization policies. Equity considerations are integrated throughout this work to ensure that policy design, engagement processes, and implementation approaches are accessible, inclusive, and responsive to community needs.

The selected candidate will supervise and mentor five staff and oversee the effective and timely completion of projects. This includes setting clear expectations, maintaining strong communication practices, guiding staff in the preparation of reports, presentations, speeches, and other technical and policy materials requiring a broad understanting of Board-wide programs; forming and maintaining effective working relationships with stakeholders and public agencies at all levels of government; and facilitating meetings and collaborative discussions.

As manager of the Emerging Strategies Section, the selected candidate will perform supervisory and administrative activities including hiring, evaluating, and training staff, assigning work with clear deadlines and ensuring a balanced workload among staff; responding to public inquiries, reviewing reports and contracts, giving presentations related to section issues; and carrying out other duties needed to support the branch's mission and work.
