Job summary

The Town of Holly Springs is seeking an Engineering Manager to lead the Development Services Division. This role oversees the development review process, coordinates with Town departments and external agencies, and ensures engineering standards support responsible growth in Holly Springs, NC.

The Engineering Manager will supervise staff, manage budgets, and align operations with Town goals and Council directives while delivering high-quality services to residents and businesses.

Qualifications

• Bachelor’s degree in Civil Engineering, Construction Engineering and Management, or a related field.
• Five (5) years’ progressively responsible municipal engineering including review and design experience with civil engineering projects, with municipal utilities, transportation, stormwater and land disturbance.
• Two (2) years supervisory experience.

Responsibilities

• Lead development review process for plans and engineering studies in alignment with growth goals and standards.
• Supervise staff and manage performance, transfers, promotions, and disciplinary actions as needed.
• Assist in budgeting and financial planning; prepare budget documents and coordinate with managers.
• Coordinate engineering activities with Town departments, agencies, and external partners.
• Provide guidance on codes, standards, and ordinances related to transportation, utilities, stormwater, and development.
