Job summary

The Arizona Department of Health Services seeks a Con Section Chief to oversee the Certificate of Necessity licensing and ambulance rates program, reporting to the Bureau Chief. This role ensures certification/licensing, recertification, response time compliance, and contract development while guiding staff and ensuring regulatory compliance.

As a subject matter expert on statutes and rules, you will provide technical assistance to EMS providers and coordinate with stakeholders.

Qualifications

• Public health programs knowledge at state/local level
• Understanding of federal and state rules/regulations
• Knowledge of accounting and financial statement interpretation
• Familiarity with computer software applications
• Experience with quality improvement concepts
• Knowledge of personnel rules and evaluation processes

Responsibilities

• Monitor and evaluate program activities; contribute to strategic planning and performance improvement.
• Oversee staff activities: planning, prioritizing, hiring, training, leave approvals, evaluations.
• Ensure program requirements meet statutory/regulatory timelines; ensure forms are completed on time.
• Provide training/technical assistance to EMS providers and stakeholders to ensure compliance.
• Participate in quality assurance and performance improvement efforts.
