Job summary

Maryland Department of Human Services, Allegany County, seeks a diligent program specialist to provide case management for parents referred from child support court and agency staff, aiming to reduce employment barriers and ensure compliance with support.

The role covers referrals, job readiness, documentation, budget management, and building partnerships with community organizations to deliver the Non-Custodial Employment Program and Parents as Partners services.

Qualifications

• Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
• Experience: One year of experience performing administrative staff, clerical, clerical technical, or secretarial work.
• Notes: 1. Candidates may substitute 30 credit hours from an accredited college or university for the required experience.
• Notes: 2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.

Responsibilities

• Provide direct services, community resource linkages, and referrals to facilitate skill-building of parents/program participants in job readiness, employment development, assessment and barrier removal.
• Complete all required program reporting and documentation requirements and appropriate systems.
• Locate and/or accept appropriate referrals for the Non-Custodial Employment Program and Parents as Partners via local legal community, Child Support court hearings, and other Departmental units, and community organizations.
• Develops and maintains relationships with community organizations, Departmental staff, local employers, and other service providers in order to facilitate the Non-Custodial Employment Program and Parents as Partners service delivery.
• Manage program budget and timelines in a manner conducive to service delivery and renewal of program funding.
