Job summary

County of Los Angeles is seeking a Principal Purchasing & Contracts Analyst to lead and perform the most complex acquisitions of equipment, supplies, or services. The role requires expert knowledge of contracting principles and a track record in negotiating terms and conditions.

The incumbent may lead a team, develop countywide policies, and provide strategic guidance to departments and vendors while ensuring compliance with Board-approved programs.

Qualifications

• Bachelor’s Degree or higher AND two years of purchasing and/or contracts experience at the level of Los Angeles County Purchasing and Contracts Analyst II in a formal bid environment.
• Option II requires similar degree plus analytical assignments in purchasing or procurement.
• Option III requires five years of purchasing/contract experience and ISM/UPPCC certifications.

Responsibilities

• Prepares the most complex solicitation packages including RFBs, RFPs, IFBs, RFQs and specifications.
• Negotiates, drafts, and reviews terms and conditions for contract awards.
• Reviews proposed awards with County Counsel and drafts award letters to the Board of Supervisors as needed.
• Develops evaluation criteria for complex solicitations.
• Reviews bidder responses based on merit and stated criteria.
• Analyzes Countywide purchasing data to identify trends and compliance issues.
• Provides training to user departments on systems and policies.
• Administers and audits complex agreements ensuring compliance with terms.
