Job summary

County of Los Angeles asks for a Purchasing & Contracts Analyst I to support emergency procurement initiatives in homelessness response. The role involves routine acquisitions of equipment, supplies, or services and increasing involvement in complex contracts and longer-term agreements.

Under supervision, you will prepare RFQs/RFBs, review bids, issue orders, and ensure compliance with County policies. A bachelor’s degree or 3 years of experience is required, with ISM/UPPCC certifications

Qualifications

Bachelor's degree or higher from an accredited college.
Three years of purchasing and/or contracts experience in a competitive bid environment.
Certification as APP/CPM/CPSM/CPPB/CPPO by ISM/UPPCC.

Responsibilities

Prepares routine solicitation and contract documents, including RFQs, RFBs and specifications.
Assists senior analysts in preparing RFIs/RFPs and works with user departments to define contract specs and statements of work.
Reviews vendor bid responses, issues purchase orders and contracts, and ensures protection of County interests and compliance.
Recommends procurement standards, delegated purchasing authority requirements and emergency procedures.
Assists more senior analysts with complex acquisitions and developing master agreements and contracts.
