Job summary

City of Portland is seeking an Emergency Management Training and Exercise Specialist (Coordinator III - CPPW) within the Portland Bureau of Emergency Management. This role leads development and implementation of critical trainings and exercises to mature the Portland EOC and IMT programs.

During activations, the position may fill an EOC role based on skills and qualifications. The job is full-time, temporary (1-year or less), with a hybrid schedule and on-site duties at Portland locations.

Qualifications

• Experience creating, developing, and analyzing training exercises.
• Knowledge of emergency management principles, theories, and methods.
• Ability to exercise independent judgment and initiative within procedures.

Responsibilities

• Provide training and exercise development, coordination, conduct, and assessment for EOC responders and IMT members.
• Manage projects related to emergency management training, including contract/vendor management.
• Coordinate with City partners to advance training and response capabilities.
• Create or update operational guidelines within the scope of EOC response and IMT development.
• Collect data, develop metrics, and ensure equity considerations in data reporting.
• Deploy to support EOC operations during enhanced ops or activations.
