Job summary

The City of Portland's Portland Bureau of Emergency Management is seeking an Emergency Management Training and Exercise Specialist (Coordinator III - CPPW) to lead the development and delivery of trainings and exercises for EOC responders and the Incident Management Team.

Based in Portland, the role may activate to support EOC operations and requires coordinating with City partners to enhance response capabilities, with a hybrid work arrangement as on-site half the time.

Qualifications

• Experience creating, developing, and analyzing training exercises.
• Knowledge of principles, theories, and methods of emergency management.
• Ability to exercise independent judgment and take initiative.
• Ability to communicate clearly, both verbally and in writing.
• Ability to facilitate inclusive participation and cross-cultural communication.

Responsibilities

• Provide training and exercise development, coordination, conduct, and assessment for EOC Responders and IMT members.
• Provide project management for emergency management training and exercises.
• Coordinate with City partners to develop training products and resources.
• Create or update job aids, SOPs, and OGs for EOC response and IMT development.
• Develop project metrics and ensure data collection with equity considerations.
• Deploy to support EOC operations when activated.
