Job summary

City of Portland is seeking a Senior Planning Analyst to lead the design, development, and continuous improvement of emergency response plans, aligning with regulatory standards and organizational priorities.

You will work across City bureaus and external partners to strengthen resilience, oversee risk assessment and crisis management, and ensure plans are trained, tested, and ready for activation. The role involves on-call duties and a hybrid on-site/remote schedule in Portland, OR.

Qualifications

• Experience developing and implementing emergency operation plans and incident response protocols.
• Experience in preparedness, mitigation, response, recovery, continuity of operations, operational resilience, or crisis management.
• Experience analyzing complex issues, evaluating alternatives, and recommending actions.
• Experience exercising independent judgment and initiative within procedures.
• Experience coordinating across multiple bureaus, agencies, and stakeholders.
• Ability to present complex emergency management concepts clearly to non-technical audiences.
