Job summary

City of Portland is seeking an Emergency Management Training and Exercise Specialist (Coordinator III - CPPW) within the Portland Bureau of Emergency Management. This role leads development and implementation of critical trainings and exercises to mature the Portland EOC and IMT programs.

During activations, the position may fill an EOC role based on skills and qualifications. The job is full-time, temporary (1-year or less), with a hybrid schedule and on-site duties at Portland locations.

Job Appointment:

Full time, Temporary (duration of 1-year or less)

Work Schedule:

Monday – Friday, 8 - 5pm. Tuesdays are mandatory in-office days, and some types of work, such as leading trainings and exercises, will be in-person except in unusual circumstances. Flexible work schedules are available.

Work Location:

Hybrid: Employees are expected to work on site 50% of the time, on‑site work locations are to be determined. Remote work must be performed within Oregon or Washington. In‑person work to be conducted at 9911 SE Bush Street, Portland, OR.

Position Summary:

Portland Bureau of Emergency Management (PBEM) is hiring an Emergency Management Training and Exercise Specialist (Coordinator III - CPPW). This position will be part of the Operations Team and will report to the Training & Exercise Coordinator. This position will lead development and implementation of critical trainings and exercises needed to mature the Portland EOC and IMT Programs.

During emergency response, this position could fill an Emergency Operations Center (EOC) role. The role assigned during an activation will depend on your skills, experience, and qualifications at the time of the activation.

What You’ll Do:

• Provide training and exercise development, coordination, conduct, and assessment: Provide training and exercise opportunities for EOC Responders, Incident Management Team members, and other City staff involved in response, coordination, recovery, and decision-making during events and emergencies. Design, facilitate and evaluate trainings that achieve learning objectives, apply adult learning principles, and meet key performance measures. Help create an integrated training and exercise plan for these programs, identify objectives, facilitate or conduct trainings, and conduct or host exercises. Ensure that all aspects of response are considered, including safety, equity, information flow, and effective communication.
• Provide project management: Manage a variety of projects related to emergency management training and exercise. This could include contract and vendor management. Help set project goals and objectives, identify and enlist support of project stakeholders, define scope of work and work plan, manage project risks, and implement and follow through on the plans. Deliver products on a variety of emergency management topics and to a variety of audiences with a high level of professionalism, coordination, and communication. Ensure compliance with budget office, procurement, and other City regulations. Project examples include: Design, plan, conduct, and evaluate an EOC activation exercise; create training on how the City EOC transitions from response coordination to recovery; design and conduct an EOC responder communications drill.
• Professionally coordinate with a variety of partners: This position will bring together partners from all across the City to learn and practice key sets of core coordination and response skills. This position will professionally gather people and ideas quickly to create and build products that move their programs and our response capabilities forward efficiently and effectively.
• Create or update operational guidelines (OGs): This position may help draft job aids, standard operating procedures, and operational guidelines within the narrow scope of EOC response, coordination, and IMT development.
• Perform data collection and reporting: Develop project metrics, ensure data is tracked, and provide transparency. Ensure data process integrates equity best practices.
• Deploy to support emergency operations: This position may serve in the EOC when the City EOC is in enhanced ops or is activated.

Applicants must demonstrate how their education, training, and experience meet each of the minimum qualifications listed below:

1. Experience in creating, developing, and analyzing training exercises
2. Knowledge of principles, theories, and methods of emergency management
3. Ability to exercise independent judgment, problem‑solve, and take initiative within established procedures and guidelines.
4. Ability to communicate clearly, logically, and persuasively, both verbally and in writing; prepare concise and comprehensive reports, correspondence, and other documents.
5. Ability to facilitate inclusive participation in programs and activities; communicate cross‑culturally.

Education/Certification Requirements:

• Completion of Emergency Management FEMA courses: ISC 100, 200, and 300; IS 700 and 800, G0191, and IS 2200 courses

Preferred Qualifications:

• Completion of Emergency Management ISC 400, EOC 2300 courses
• 3 - 5 years of professional experience training and leading training exercises
