Job summary

State of Oregon in Portland is seeking an All Hazards Planner (Operations & Policy Analyst 3) to lead the development of statewide emergency response plans and improve Oregon’s readiness for all-hazards events. The role collaborates with federal, state, and local partners, translating complex systems into actionable updates while handling sensitive information.

Applicants should have a BA/BS and extensive planning experience in public health or related fields.

Qualifications

• Bachelor's degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills.
• Four years professional-level evaluative, analytical and planning work.
• OR seven years of experience with equivalent education.
• Experience in policy analysis, legislative coordination, operational research and evaluation, and project management.

Responsibilities

• Lead development, review, and revision of statewide public health emergency response plans.
• Collaborate with federal, state, local partners and subject matter experts.
• Translate complex emergency systems into actionable planning updates.
• Support gap analyses and updates to statewide plans and procedures.
• Ensure compliance with applicable laws and organizational guidelines.
