Job summary

The City of Glendale, AZ is seeking a qualified professional to develop and coordinate emergency management plans, procedures, and operations across City departments and community partners.

You will maintain SOPs, support training and exercises, manage grants, represent the City on preparedness issues, help keep the EOC ready, and serve as Duty Officer on a rotating basis. The role requires FEMA IS course completion within 90 days and a Bachelor’s degree in Emergency Management or related field.

Responsibilities

• Prepares and coordinates SOPs/guides for area of responsibility.
• Coordinates with internal departments and community partners to provide information and respond to requests.
• Supports management and coordination of emergency-related programs and grant projects.
• Represents the City on emergency preparedness issues and informs the Emergency Management Director.
• Maintains Emergency Operations Center (EOC) readiness and planning for prevention, protection, mitigation, response and recovery.
• Assists with disaster response and recovery during emergencies and exercises; develops AARs/IPs.
• Identifies efficiencies and improvements within the area of responsibility.
• Acts as a point of contact within assigned program areas.
• Serves as the Duty Officer on a scheduled rotational basis.
• Provides support to leadership and coordinates operations during the Director’s absence.
• Performs other duties as assigned.
• Planning: maintains MJHMP, EOP, COOP and plans updates; supports interdepartmental activities.
• Planning: participates in public safety planning for large-scale events; coordinates contingency planning with public safety.
• May serve as PSC for large-scale events.
• Operations: delivers emergency management training programs and exercises per HSEEP guidelines.
• Develops SOPs for EOC activations and may serve as OSC for large events.
• Logistics: manages emergency notification system; conducts capability assessments; maintains equipment and supplies; liaises with IT; develops SOPs for resource management; may serve as LSC for large events.

Job description

Performs specialized professional work in the development, coordination, execution, and promotion of emergency management plans, procedures, and operations related to preventing, protecting against, mitigating, responding to, and recovering from disasters and emergency incidents.

1. Prepares and coordinates the City's all-hazards emergency and disaster-related prevention, protection, mitigation, response, and recovery Standard Operating Procedures (SOPs)/guides and associated checklists for area of responsibility.
2. Coordinates and communicates with internal departments, community partners and stakeholders to provide information on emergency management, resolve problems, and respond to requests within area of responsibility.
3. Supports the management and coordination of special programs and projects, including federal, state and local grant programs related to emergency management and public safety.
4. Represents the City on emergency preparedness and homeland security related issues within area of responsibility; provides information to the Emergency Management Director.
5. Assists with maintaining the Emergency Operations Center (EOC) in a state of readiness and ensuring appropriate prevention, protection, mitigation, response, and recovery planning and preparedness for the City.
6. Assists with disaster response and recovery during an emergency or preparedness exercises and assists with the development of After Action Reports (AARs)/Improvement Plans (IPs).
7. Identifies efficiencies and improvements within area of responsibility.
8. Serves as a point of contact within assigned program areas.
9. Serves as the Duty Officer on a scheduled rotational basis.
10. Provides support to leadership and may assist with coordination of operations during the Director’s absence, as assigned.
11. Performs other duties as assigned.

Responsibilities by Function:

Planning

1. Conducts the maintenance and update process for the Multi-Jurisdictional Hazard Mitigation Plan (MJHMP), the City’s Emergency Operations Plan (EOP), and department Continuity of Operations Plans (COOP).
2. Provides support for internal departments with prevention, protection, mitigation, response, and recovery; plans and coordinates interdepartmental activities to ensure an effective and coordinated City-wide response during an emergency.
3. Develops and implements a process for plan review and updates.
4. Participates in the public safety planning process for large-scale, special events and mega events.
5. Coordinates contingency planning efforts with public safety personnel for large-scale special events and mega events.
6. May serve as Planning Section Chief (PSC) for large-scale special events, mega events and no-notice incidents.

Operations

1. Monitors compliance with National Incident Management System (NIMS), ensuring City employees complete the required training commensurate with their job classification and role in the Emergency Operations Center (EOC).
2. Monitors compliance with training requirements for All Hazards Incident Management Team (AHIMT) members.
3. Develops, coordinates, and delivers emergency management training programs and provides instruction on emergency management prevention, protection, mitigation, , response, and recovery planning and procedures.
4. Develops and conducts emergency preparedness exercises and drills using Homeland Security Exercise and Evaluation Program (HSEEP) guidelines designed to train, test, and validate capabilities to respond to emergencies and disasters.
5. Develops Standard Operating Procedures (SOPs) for Emergency Operations Center (EOC) activations under direction of leadership.
6. May serve as Operations Section Chief (OSC) for large-scale special events, mega events and no-notice incidents.

Logistics

1. Manages the emergency notification system and conducts periodic tests with other Emergency Management Specialists to ensure staff proficiency in use.
2. Conducts Citywide capability assessment and identifies existing resources and capability gaps.
3. Participates in ensuring preparedness, availability of equipment and supplies, and readiness of staff and the Emergency Operations Center (EOC).
4. Conducts regular inventories of equipment and supplies.li>
5. Assists with regular maintenance of technology resources (hardware and software) in conference rooms and the Emergency Operations Center (EOC).
6. Acts as liaison with Innovation & Technology on all technology related matters.
7. Develops Standard Operating Procedures (SOPs) for resource management under direction of leadership.
8. May serve as Logistics Section Chief (LSC) for large-scale special events, mega events and no-notice incidents.

Bachelor’s degree in Emergency Management or related field and one (1) year of professional-level experience in emergency management.

Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education.

Knowledge of:

• Comprehensive emergency management principles and practices in prevention, protection, mitigation, response, and recovery
• Tools and technology used to carry out emergency management functions and in the Emergency Operations Center (EOC)
• Incident Command System (ICS) principles and practices
• Federal, state, local and tribal laws, regulations, and guidelines related to emergency management and disaster assistance

Ability to:

Special Requirements

• Completion of FEMA Independent Study (IS) courses 100, 200, 700, 800 and 2200 within 90 days of hire.
• Serve as Duty Officer on a scheduled rotational basis, which includes evenings, weekends, and holidays.
• Work may require non-standard work schedules including evenings, weekends, and holidays when required to perform operational duties during large-scale special events, mega events or no-notice incidents.
