Description

General Statement of Duties

This exempt position is responsible for supervising a team of electricians and instrumentation and controls technicians for the operation, repair, maintenance, modifications, of the district’s water and wastewater equipment and facilities.

Supervision Received

Works under the direct supervision of the Maintenance Superintendent and under the general direction of the Director of Operations.

Primary Duties and Responsibilities

Coordination and Supervision:

  • Coordinate, schedule, and assign jobs, overseeing the work of assigned personnel.

  • Inform the Maintenance Superintendent about the progress of each project.

  • Supervise, train, coach, and direct a team with varying experience and skill levels in instrumentation, controls and electrical maintenance activities.

  • Development and implementation of preventative electrical maintenance program utilizing existing CMMS system. Document work in Computerized Mechanical/Electrical Maintenance System (CMMS), including creating, opening and closing work orders, adding new equipment information, and revising database as necessary.

Maintenance and Troubleshooting:

  • Troubleshoot and perform unskilled, semi-skilled, and skilled maintenance on water and wastewater facilities and equipment.

  • Perform routine inspections, identify problem areas, and implement corrective actions.

  • Make recommendations to the Maintenance Superintendent on whether repairs should be completed in-house or through outside contractors.

Collaboration and Communication:

  • Works closely with other department leads for repairs and scheduling of work impacting their departments.

  • Perform appropriate follow-up procedures and keep the Maintenance Superintendent informed and updated.

  • Maintain equipment records for services and maintenance.

Safety and Compliance:

  • Handles hazardous and non-hazardous chemicals during repair operations.

  • Ensure training and compliance of all technicians to meet district needs and professional requirements.

Project Management:

  • Serve as a project manager, coordinating technicians, working with other departments and contractors to ensure efficient completion of assigned projects.

Other Duties and Responsibilities

  • Submits budget recommendations to Maintenance Superintendent.

  • Generates P.O. requests, schedules work orders and equipment repairs.

  • Calibrates, tests and operates equipment as needed.

  • Routinely performs physical cleanup and housekeeping of work areas, equipment, and buildings using standard cleaning equipment and material, and chemical cleaning procedures.

  • Attend technical and safety training meetings, courses, and seminars as required.

  • Reviews and approves timesheets and will contribute to annual reviews of staff.

  • Performs additional duties as assigned.

Knowledge, Skills & Abilities

  • Solid supervisory skills with the ability to direct, train and coach technicians of various education, certification and practical skill levels.

  • Excellent organizational skills required for efficient project management and the scheduling of workforce resources.

  • Ability to accurately compile, analyze and interpret data to troubleshoot, make judgments and solve problems

  • Ability to effectively communicate verbally and in writing, organize activities to complete tasks in accordance with priorities.

  • Ability to address multiple demands and meet deadlines.

  • Ability to work independently with broad direction and limited supervision.

  • Solid knowledge of mechanical and electrical equipment and procedures used in the maintenance and repair of wastewater and water treatment equipment, lift station, plants, wells, water storage tanks and booster stations.

  • Solid knowledge of electrical and mechanical equipment and system maintenance and repair.

  • Solid understanding of SCADA and PLC system functions.

  • Solid computer knowledge including, but not limited to Microsoft Word, Excel and Outlook.

  • Solid knowledge of methods, materials, and equipment used in industrial maintenance and repair activities.

  • Basic operating skill of heavy equipment such as forklifts, aerial lifts, and cranes.

  • Solid knowledge of preventative maintenance, inspections, servicing and repair techniques.

  • Solid ability to analyze and solve technical problems pertaining to maintenance of District water and wastewater facilities and equipment.

  • Solid knowledge of safety procedures and use of personal protective equipment and ability to apply safety principles on all job tasks. Ability to anticipate unsafe circumstances, act accordingly to prevent accidents, and promptly report accidents and hazardous conditions.

  • Ability to focus attention on tasks which may be complex, routine or repetitive without losing concentration or becoming distracted by external activities.

  • Ability to adapt to interruptions, equipment failures, unusual demands or changing priorities.

  • Ability to read, interpret and apply documents such as Safety Data Sheets, safety rules, operating and maintenance manuals, instructions, procedures, blueprints, and technical documentation.

Qualifications/Experience

  • Minimum 5 years of diversified experience in the maintenance, preventative maintenance, repair and operation of industrial and process equipment.

  • Previous lead worker/supervisor experience desirable.

  • Journeyman level or higher license required.

  • ISA CCST Level I required, or the ability to obtain within 1 year of hire.

  • Must have a Motor Vehicle Record within the Acceptable or no less than Borderline rating according to the Vehicle Policy.

Working Conditions\Physical Activities

  • Monday through Friday, 40-hour work week.

  • This position is designated Essential Personnel per the Emergency Response Plan during a severe winter weather warning or event.

  • Perform strenuous physical labor and stand for extended periods of time.

  • Work in various plant conditions where elevated levels of noise, irritants, dust, dirt, bacteria, hazardous chemicals/air/materials and fumes are always present. May come into contact with raw wastewater. Vaccinations such as Hepatitis A & B and Tetanus are strongly recommended and offered at no cost.

  • Work may take place outside in all weather conditions. May be exposed to risks typically associated with working around water, chemicals, electricity and other man-made and natural hazards. The use of a respirator may be required for some tasks. May work in confined spaces.

  • Lifting and handling objects up to 50 pounds occasionally and/or up to 20 pounds frequently.

  • Frequently performs activities requiring a full range of body movements including stooping, twisting, kneeling, bending, leaning, reaching, climbing (heights), stretching and working in awkward positions. Requires eye/hand and hand/foot coordination for operation of tools, equipment and driving vehicles. Vision to read manuals and record data and monitor and observe instruments and gauges; hearing/listening for troubleshooting and warning signals; speech communication to provide technical information to communicate with employees and citizens.
