Job summary

Kansas Department of Health and Environment is seeking a program coordinator to manage ELC funding across multiple divisions. You will ensure federal grant compliance, timeliness, and alignment with state priorities while coordinating across teams.

Your role includes developing workplans, reporting, and fiscal oversight; you will liaise with CDC partners and internal stakeholders to keep funding on track and compliant with regulations.

Qualifications

  • BS or BA in management, public health, public administration, or related field; equivalent experience acceptable.
  • Experience managing federal grants or cooperative agreements, preferably CDC awards.
  • Strong project management skills and ability to juggle deadlines and multiple workstreams.
  • Working knowledge of federal grant regulations (2 CFR 200) and budget management.
  • Excellent written communication and meeting facilitation skills.
  • Ability to build working relationships with epidemiologists, laboratory staff, fiscal teams, and federal partners.
  • Preferred: GrantSolutions, ELC reporting systems, or state procurement processes; PMP or grants management certification.

Our agency is led by Secretary Janet Stanek, who was appointed by Gov. Kelly in Dec 2021. KDHE is comprised of three divisions: Public Health, Environment, and Health Care Finance (which includes the State’s Medicaid program, KanCare). We are the only agency in the nation to have these three entities under one roof which allows us to take a holistic approach to improving and protecting the health and well‑being of all Kansans.

In this role you'll be the central point of coordination for Center's for Disease Control and Prevention, Epidemiology Laboratory Capacity Cooperative Agreement (ELC) administration across program areas. Your work will keep federal funding compliant, on schedule, and aligned with the state's public health priorities.

What you'll do

  • Develop, revise, and monitor quarterly and annual workplans, milestones, and performance measure reporting
  • Complete and submit quarterly fiscal reports
  • Schedule and facilitate quarterly program meetings and ELC Governance Team meetings
  • Prepare budget redirection, reallocation, and carry-over requests in accordance with CDC Office of Grants Services (OGS) requirements
  • Prepare monthly program reports for leadership
  • Ensure internal controls and procurement approval paths are followed
  • Serve as the primary coordinator for grant administration activities across multiple program areas
What we're looking for
  • [Bachelor's/Master's] degree in public health, public administration, business, or a related field, or equivalent experience

Job Responsibilities may include but are not limited to the following

Provide high level administrative and fiscal support for implementation of the ELC cooperative agreements and assist with management of financial and cost analysis of ELC cooperative agreements. Assists with review and verification of grant expenses submitted for payments based on grant allowable costs and ensures that all public health equipment used, and supplies procured are tracked and quantified, Coordinates public health specific data collection and analysis of all financial information related to ELC funds, ensures that all reporting of fiscal expenditures are reported monthly, and assists with budget redirection requests and coordinates information requests from funders. Provides strategic planning and management of all ELC funds and ensures that all progress reports, FFRs, and redirectionrequests are submitted timely. Participates in fiscal/administrative meetings as required with internal staff and ensures internal controls and approval paths for procurements functions are carried out.

Qualifications
  • Education:
    • High School, GED
  • Licensing & Certification:
    • Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
  • Minimum Qualifications:
    • BS or BA in management, public health, public administration, or related field. Education may be substituted with equivalent work experience determined by the agency

    • 2 or more years working in public health or with federal grants or cooperative agreements.
