Program Management
Leads the development, implementation, and evaluation of statewide family systems and family engagement strategies aligned with the Kansas Title V State Action Plan and federal Maternal and Child Health priorities. Serves as the recognized subject matter expert on family systems and engagement, ensuring integration of family voice and lived experience into program design, policy development, and service delivery.
Provides strategic leadership and is accountable for advancing state and federal performance measures and outcomes related to family systems and engagement. Establishes statewide priorities, defines performance expectations, and directs implementation across local and state partners. Develops and oversees operational plans, funding strategies, and program structures that support system-level improvements.
Establishes standards, guidance, and best practices for local agencies and partners to ensure compliance with state and federal requirements and alignment with evidence-based and promising practices. Evaluates program performance through analysis of data, reports, and outcomes, and directs program and system modifications to improve effectiveness and impact.
Ensures statewide coordination of planning and implementation across programs and systems using a family-centered, systems-level approach. Work is reviewed by Title V Director for achievement of statewide outcomes, strategic alignment, and program impact.
Collaboration and Workforce Development:
Leads cross-sector collaboration to align family systems initiatives across state agencies, healthcare systems, and community organizations, ensuring coordinated, efficient, and strategically aligned service delivery statewide. Develops and sustains strategic partnerships with public and private agencies, advocacy organizations, and stakeholders to advance shared priorities and drive system-level integration of family-centered approaches.
Leads and facilitates the development of interagency agreements, referral pathways, and coordinated programs to strengthen service alignment and reduce duplication across systems. Coordinates programs, services, and initiatives across internal and external partners to ensure consistency with statewide goals and priorities.
Represents the agency in interagency and external workgroups, committees, and collaborative efforts, providing subject matter expertise and influencing direction, planning, and decision-making related to family systems and engagement.
Assess workforce and partner needs and develops and implements training, technical assistance, and capacity-building initiatives to strengthen public health practice. Develops and delivers training to support skill development and system improvement across local and state partners. Promotes public awareness and dissemination of best practices related to family systems and engagement.
Policy and Protocol Development:
Leads the development, analysis, and implementation of policies, procedures, standards, guidelines, and protocols for Maternal and Child Health (MCH) public health programs. Interprets federal and state regulations and provides strategic guidance to leadership on program direction, policy implications, and system-level impacts.
Conducts and oversees descriptive research supported by surveys, studies, and evaluations of inter- and intra-state MCH public health services and programs; prepares reports based on findings; and translates results into actionable policy and program recommendations.
Monitors, interprets, synthesizes, and disseminates information related to changes in health care practices, family engagement models, and legislative or regulatory environments impacting family systems.
Analyzes and advises on policies, procedures, and legislation, including identification of risks, opportunities, and necessary system or program adjustments to ensure alignment with state and federal priorities.

Grants/Contracts/Fiscal Management:
Leads the development and management of federal and state funding streams supporting family systems and engagement initiatives, including budget development, funding strategy, and alignment of resources with statewide priorities.
Directs the development of grant applications, continuation reports, and program narratives, ensuring compliance with federal and state requirements and alignment with Title V priorities. Oversees contract development, monitoring, and performance to ensure accountability, achievement of program outcomes, and effective stewardship of public funds.
Reviews and analyzes programmatic and fiscal reports to assess grantee and contractor progress toward meeting objectives and directs corrective actions or program adjustments as needed. Monitors expenditures to ensure cost-effective use of funds and compliance with federal and state intent.
Provides technical assistance and guidance to partners to support effective implementation and fiscal compliance while maintaining accountability for performance expectations.
Identifies and pursues funding opportunities and develops strategies to leverage resources and expand initiatives that improve family systems, family health, and family and community engagement statewide.
Data Tracking and Analysis:
Leads the use of data to inform program modifications, makes program recommendations based on the reviews and analysis, and prepares program reports as required by federal funders and state legislators. Assist in periodic review of state, county, and community MCH data in consultation with Title V MCH Director to assist local communities in addressing the state priority health concerns and to assure that resource allocations address priority concerns.

- Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
- Minimum Qualifications:
- Four years of experience in public health, social services, or a related field, including experience in program development, systems coordination, family engagement, or maternal and child health initiatives.
