Job summary

The Louisiana Department of Health is seeking an Economic Stability Specialist to develop and deliver statewide ES training across Louisiana.

You will serve as a subject-matter expert for ES programs like SNAP, DSNAP, FITAP, and KCSP, and you will create curricula, materials, and activities for employee training and certifications.

Qualifications

• Five years of economic stability social services experience.
• Six years of full-time work experience in any field plus two years of economic stability social services experience.
• A bachelor's degree plus two years of economic stability social services experience.
• An advanced degree in a social sciences field, business, public, or health administration plus one year of economic stability social services experience.

Responsibilities

• Develop and conduct Economic Stability (ES) New Worker Orientation and refresher training through instructor-led, web-based, and web-facilitated formats.
• Serve as a subject-matter expert on ES programs, including SNAP, DSNAP, FITAP, KCSP, and related computer systems.
• Develop, update, and validate training curricula, manuals, materials, visual and audio aids, exercises, evaluations, and group activities.
• Interpret and incorporate ES program policies, state requirements, and best practices into training content.
• Assist with planning and conducting train-the-trainer sessions to support consistent and effective statewide training.
• Research and communicate program and policy changes through monthly Training Tidbits, PowerDMS updates, and other training resources.
• Evaluate training effectiveness and apply transfer-of-learning techniques to strengthen employee knowledge, skills, and performance.

Join our team as an Economic Stability (ES) Specialist and make a statewide impact through training and workforce development! As a subject‑matter expert, you’ll use your knowledge of ES programs—including SNAP, DSNAP, FITAP, and KCSP—to develop and deliver engaging training that helps employees succeed. From creating innovative training materials and leading new worker orientations to supporting train‑the‑trainer sessions and keeping staff current on program and policy changes, you’ll play a key role in ensuring accurate, effective, and compliant service delivery across Louisiana.

Please note: Applicants must clearly describe their experience with specific Economic Stability, Medicaid programs, etc. and/or identify the section or unit in which they performed economic stability social services work (e.g., SNAP/Economic Stability, Child Care Assistance Program, Strategies to Empower People, Family Independence Temp Assistance, Medicare/Medicaid, etc.) within their job duties. Minimum Qualifications

• Five years of economic stability social services experience; OR
• Six years of full‑time work experience in any field plus two years of economic stability social services experience; OR

Experience Substitution

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full‑time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
