Job summary

Bowman Consulting seeks a Program Manager, Dry Utilities to lead planning, design, coordination, and delivery of dry utility infrastructure for residential, commercial, and mixed-use projects in the DC region. You will guide design teams, manage scopes and budgets, and ensure compliance with utility standards.

The role requires strong client communication, coordination with electric, gas, and telecom providers, and a focus on achieving milestones.

Qualifications

• Bachelor’s Degree in Electrical Engineering, Civil Engineering or related discipline.
• Licensed Professional Engineer (PE) preferred but not required.
• 10+ years in dry utility development with 5+ years managing large projects.
• Experience with water/wastewater systems and related operations.
• Proficiency with AutoCAD, MicroStation and/or Civil3D.

Responsibilities

• Provide day-to-day leadership and technical oversight for dry utility teams.
• Manage scopes, schedules, budgets, and resources for projects.
• Coordinate with electric, gas, telecom, and fiber providers for design approvals.
• Identify risks and resolve design conflicts while complying with standards.
• Communicate project status and updates to stakeholders and clients.
• Support proposal development and cost estimation.
