Job summary

Bowman seeks a Program Manager, Dry Utilities to lead planning, design, and delivery of dry utility infrastructure projects in the DC region. You will guide technical direction and coordinate across teams to meet milestones and ensure quality.

The role requires extensive engineering experience, strong leadership, and the ability to manage proposals, scopes, cost estimates, and client communications while maintaining Bowman’s standards.

Qualifications

• Bachelor’s Degree in Electrical Engineering, Civil Engineering or related discipline.
• Licensed Professional Engineer, preferred, not required.
• 10+ years of engineering or related dry utility development experience, 5+ years managing multiple large projects.
• Experience with water/wastewater systems, water treatment, water distribution, pump stations.
• Proficiency with AutoCAD and Microstation and/or Civil3D.

Responsibilities

• Provide day-to-day leadership and technical oversight for dry utility teams.
• Manage project scopes, schedules, budgets, and resources for efficient execution.
• Oversee development of utility plans, layouts, and coordination exhibits.
• Coordinate with electric, gas, telecom, and fiber providers for approvals and service letters.
• Identify risks, resolve design conflicts, and navigate utility-provider standards.
• Communicate project status and updates to stakeholders and clients.
• Support proposals, including scopes, cost estimates, and pursuits.
• Lead coordination with municipalities and regulatory agencies to advance milestones.
• Provide hands-on problem solving during design and construction phases.
